Inspiring Futures through the Arts – brief for film-maker

A Worcestershire Arts Partnership project, funded by the West Mercia Office of thePolice and Crime Commissioner (OPCC) and Worcestershire County Council

Summary

The Worcestershire Arts Partnership, through Worcestershire County Arts Service, are currently working with a number of artists/arts organisations on an exciting project with Worcestershire people who are at risk of offending or who have previously offended.

This project has been the result of a successful funding bid to the West Mercia Police and Crime Commissioner’s Grant Scheme.  We are funded alongside others such as The Sports Partnership and YSS’s Accessing Resources in the Community (ARC) team.  The aim is to reduce (re)offending by enabling people to access positive activities.

Outcomes

By the end of the project, we want participants to have:

-          The tools to better understand themselves

-          Developed empathy for others

-          Challenged their view of themselves and raised their aspirations

-          Gained new practical artistic skills

-          Engaged with learning

-          Found something enjoyable to do

-          Gained skills for interview, work or training

-          Grown in confidence and self-esteem

-          Become less inclined to offend or re-offend

-          The enthusiasm and tools to take their involvement in artistic activity further after the sessions have finished

We are using the Outcome Star (Justice Star) to monitor progress of those taking part.

The project runs until mid-March 2017.  Between now and then, we are seeking a film-maker to produce a short film of no more than 5 minutes to capture the impact of the project in sound and visuals. 

The outputs we are seeking from you are as follows:

·         A film which can be shared on social media and also available on DVD  showing service users taking part in artistic activities and including sound-bites/short interviews with service-users, artists and staff (eg: probation officers and senior managers) that demonstrate the impact of the project, with reference to the outcomes above

·         A series of photographic stills of the above

·         Use of the WAP, WMPCC and WCC branding on the above

·         Something that can be shared with both service users and funding bodies

The project takes place in a variety of venues, with a number of different clients, on different days.  From January until early March, these are:

Some groups can be very small, and additional one to one work sometimes takes place.

We will ensure that media consent forms are completed by service users, with their case workers or group leader.

 

Fees

A fixed fee of up to £1800 is available for this work, inclusive of expenses and VAT, labour and materials.

NB: We may potentially look to join this film together with an existing film that the Sports Partnership have produced.  We would be grateful, therefore, if you could indicate an hourly rate for any additional work such as this that we may request as the project progresses.

**On 21^st March, Worcestershire Arts Partnership will be formally launching its new Arts Strategy, 1000 Days.  Although we don’t expect you to produce the final film until April, we would appreciate something being available (even if a series of stills) for using at the launch.
